Temecula, CA (June 4, 2016) —Water efficiency can be simple, worthwhile and even fun. Water districts throughout Western Riverside County will host the 14th annual free Community Water Conservation Festival on Saturday, June 4, at the Promenade Mall from 10 a.m. to 2 p.m.
The Partners in Water Conservation, a coalition of water agencies in western Riverside County, will provide information about retrofitting outdoor irrigation equipment, Water saving garden friendly plants and water-wise landscaping ideas. There will also be master gardeners on location to answer questions.

Vendors will be available to provide demonstrations and information about water-efficient technologies, such as weather-based irrigation controllers, moisture sensors, high-efficiency toilets and drip irrigation systems.

Each participating water district will have information regarding their respective rebate programs available.

“We are entering our fifth year of drought. It’s important that our agencies work together to ensure our customers have every opportunity to increase their water use efficiency,” said Stacy Rodriguez, Eastern Municipal Water District’s conservation program manager and committee co-chair for the event. “This fun, interactive event will provide entertainment for children and will provide families the opportunity to continue being water efficient at their homes and businesses.”
Participants may take part in raffles throughout the event. Raffle prizes include a water-efficient toilet, rain barrels, drip kits and smart irrigation controllers.

Families are encouraged to bring their children to the festival; face-painting, water-wise activities and crafts will be available. Eastern Municipal Water District’s Dewie the Dragon and Rancho California Water District’s Drippy will be present to entertain and educate the children.

Pool Update - Message from Board President

5/19/2016

Hi everyone. The demolition of the spa is complete and the tile replacement will occur today.  The tiles will need to set for 24hrs and then re-plastering occurs.

The Community Center building was pressure washed and painting of the exterior continues.

Landscape around the pool area is almost complete. The area in front of the building where the plant material was damaged due to construction will be addressed next.

The main issue remaining is how fast can the plaster crew get here and plaster the spa. We gave the crew notice 2 weeks ago and we are in their rotation. Please know this is the busiest time of the year for any vendor in the pool industry and thus they are overbooked and sometimes running late. I have been assured it will happen this week and can only hope they stay true to their word.

Now that we are about to stick our toes back in the pool water, I want to provide information regarding some new health codes that we are required to enforce. All pool chemical indices must be recorded one time per day, seven days per week. Our system is computerized and will monitor and store information for one year.

As a reminder, the health code changed last year to not permit anyone in the pool area that suffered diarrhea in the past 14 days. The new health regulations for 2016 add that anyone with an infection of any kind, anyone with a band aid or scrape will not be permitted to enter the pool area. As the law is new, I am anticipating it will be enforced on the honor system of our residents.

I would also ask for everyone’s cooperation in not bringing any gum into the pool area. For clarification, this is not a rule or policy however; gum damages the surface of the pavers as it penetrates the nook and crannies that provide the non-slip surface.  When the pool was last opened, our cleaning crews dealt with scraping 15+ used gum piles stuck to the pavers on a daily basis.  Gum discolors and removes the sealant on the pavers and we want our new pool deck to remain looking new for a long time. Your cooperation on this is greatly appreciated.

Finally, all of our pool furniture was pressure washed and all spiders and other pests that were living on them removed. As soon as the plaster and paint is completed, the furniture will be treated to resist oil stains from lotion as well as damage from the heat and sun. Following treatment the furniture will be placed around the pool.

Thanks everyone for your patience during this major project, we are almost done!

Pool Repair Project Update - Message from Board President

5/11/2016

Hi everyone. Attempts were made today to salvage the plaster damage in the spa and unfortunately they were not successful. The smooth creamy edge of the plaster is totally gone due to the improper startup by the previous contractor and all that remains is the rough crystal quartz below. We brought in a sander with diamond pads (each 5” round pad is $150.00) and attempted to smooth out the surface, but it just continued to get worse. Right now, the plaster feels like very course sandpaper and would scratch skin and shred bathing suits.

The spa will be demolished this coming Tuesday and with the re-build and required curing process, will require an additional 3 weeks. Please know that all other repairs will remain on schedule in hope of avoiding any further delays.

Also unfortunately, the staff at the Community Center office has been the recipient of very aggressive and inappropriate complaints by residents. While I share everyone’s frustrations over the past year with our pool issues, being verbally abusive to staff does not change the end result.

A common statement made by those complaining is they know a lot of people in the pool industry that said the entire pool could have been re-built in 90 days. As a reminder, this did not start off as a re-build, it started as a repair when the original contractor blew up a 6” manifold deep in the ground. During the repair to that area, other leaks were noted deep underground and tests began to determine the source.

Then, just when we thought we had it near completion, a 6” pressurized fire supply pipe broke at the entry to the pool. The force was so extreme it created an 8’ deep by 24’ long underground cavern. That cavern began 4-6 feet below surface level and caused the entire north end of the community center to sink.

Prior to making any repairs, engineers were called out to determine the scope of work and the appropriate protocols for this repair and to lift the building. This had to be done very slowly and cautiously to avoid pushing down the south end of the building while raising the north. It also required step by step geo-technical studies.

During this same time period, the new pool and the wader pool was suffering extreme water loss everyday indicative of a major or multiple major leaks caused by the prior contractor. As soon as the leak detectors found a leak, we fixed it. Late in the project, the south/east border of the pool deck sunk considerably. The engineers were called out again and demanded we remove large portions of the new pavers for soil studies. The soil studies demonstrated that the soil was damaged from all of the leaks and further, the soil was not the soil specified by engineers when the community center was built.

At the direction of the engineer, we were required to remove 1400 tons of bad soil that surrounded active electrical lines, plumbing, security camera lines as well as a few other surprises. Removing that much soil without damaging the underground infrastructure was a slow and arduous task. At that time, it was determined that the new pool skimmers were all installed improperly and that at least a dozen other underground leaks existed.

I could go on, but the fact is this would be a 100 page update. This was not a simple project. It was not a “known” project as the prior contractor hid all of his mistakes 6’ underground and under the pavers.

There was no opportunity to know what was coming in these repairs as the issues were not visible. In other words, this was not a new pool installation where you start from scratch. This was a tedious repair of a badly damaged pool caused by the previous contractor.

Finally, our pool is in no way similar to a “home” pool. Our pools are controlled by computer system that monitor and adjust all of the chemicals on a second by second basis. The filtration system for the large pool is very elaborate and complex. This is a large commercial pool application much different from a home pool.

So I ask each of you to take these facts into account and treat our staff with the respect and dignity they deserve. They did not make the construction defects, they did not order the pool closed and they are just as frustrated as each and every resident.

To those that have remained patient and courteous, I thank you. To those whose frustrations have risen to a higher level, feel free to call the community center and schedule a walk through with Richard and I. When you see the complete scope of the work performed in person, you will be amazed we were actually able to pull this off in the time frame we did.

Pool Repair Project Update - Message from Board President

5/6/2016

Hi everyone, here is the schedule for repairs this upcoming week of May 9-13:

On Tuesday, repair and replacement of the wrought iron fence removed for construction will begin and take 1-2 days. In addition a final walk through will occur with the painter to confirm timing and details of community center repaint as well as stripping, sealing and painting all of the wood on the pool area pony walls. Start date to be determined by other work that week.

On Wednesday, Adams Landscape will be in to replace irrigation and restore landscape to the pool area. In addition, draining, cleaning and diamond pad sanding will begin on spa to determine if the plaster will stand up for two years when all plaster will be repaired.

Thursday Cutting Edge will come in and being the cleaning of all of the BBQ's and servicing them. Clean, treat all of the pool furniture for oil and sun, clean all areas post construction, bathrooms, pool showers etc. That is anticipated to take up to one week.

I hope by Friday to have a firm understanding of what will happen with the spa and should be able to announce a tentative opening schedule.

Thank you everyone for your patience on this project.

Pool Repair Update - Message from Board President

5/5/2016

Hi everyone:

The possibility of rain delayed the paver sealant application on Saturday, but is now complete and set for the pending rain this weekend. The spa will be diamond pad sanded this coming Wednesday and then a determination can be made on whether we need to re-build it now or it can wait two years.

Depending on the schedule of various subs, installation of irrigation lines, new landscape and cleaning of the area and furniture can begin next Thursday orFriday.

I hope to be able to announce a potential pool opening time frame the end of next week.

We are getting close!
