Pool Repair Project Update - Message From Board President

Hi everyone.
 
Further investigation of why the south/east side of the pool deck dropped slightly revealed that the General Contractor that made the other mistakes also incorrectly packed the soil in that area. Instead of removing the wet clay and then pouring a base material for 4-6" and then lifts of soil every 6" that is compacted and vibrated, they threw an inch of soil of sand over existing soil.
 
This means that whole area could shift as non-impacted sand for 1" becomes a slide vs a base. We are working against time with El Nino coming as this area would not have survived a heavy rain season. As such heavy equipment will be brought in today to quickly remove the interlocking pavers in that area. It is a trade off between cost and time. Each paver is approximately $3.00, using a bulldozer will damage a large percentage of the pavers. On the other side, if El Nino arrives soon, we won't have this finished and that creates a lot of complications.
 
At this point, we have already hauled away 126 tons of damaged soil from the pipe burst and we will likely have tens of tons more to remove and replace. The crew continues to open damaged areas, dig out the damaged soil, lay base, sand and impact so the least amount of area is exposed. One complicating factor is the original drains installed when Wolf Creek was built was not hooked up to the surface drain and as such, water just dropped into the ground over the last 8 years and the soil absorbed the moisture thus damaging our prior concrete deck.
 
We had the last soil test performed last Monday and it looked good coming out of the ground. The soil was tested to 31.5 feet below surface in the area that appeared to have a large cavern. I will let everyone know when the results come in. As of know, we are approximately $150k into this repair. The repair is under the supervision of a contractor that is charging us a consultant fee and we are subbing in all of the sub-contractors. This keeps our costs at actual cost vs the contractor mark up. If we allowed the contractor to arrange all of this we would be closer to $400k in cost. Every effort is being made to wrap this project up, but we will not take any short cuts that only passes this problem on to future boards.

Holiday Scams

The holidays are approaching and we would like to remind the public of phone/fraud scams. Please be vigilant and always question unsolicited telephone calls from deceptive businesses, banking institutions, foreign countries, or government agencies where monetary promises or threats are implied or made directly. 

Numerous fraud schemes involving mortgage assistance, outstanding tax collection, foreign government assistance, and even to companies promising to return money lost are impacting citizens throughout the county. These scammers almost always request money to be paid up front for illegitimate services, or the threat of arrest, eviction or property seizure is made. 

A notable and common scheme involves the caller who claims to be a member of law enforcement, or an employee of the the court system. The victim is told he or she has a warrant for failing to appear for jury duty. The caller demands payment for the warrant via credit card information, or a Green Dot card. The suspect typically remains on the phone with the victim while he or she travels to the store to obtain the Green Dot card. The suspect further instructs the victim not to tell anyone who they are talking with. After obtaining the serial numbers to the Green Dot cards, the money deposited to the card is immediately removed by the suspect. 

No Riverside County Court or Sheriff's Department employee will ever contact the public and ask for financial information or payment in lieu of attending court proceedings, or to make up for failure to appear for jury duty. ​

Pool Will Not Re-Open in 2015 - Message from Board President

Hi everyone, over the weekend several issues occurred that will require substantial repair and prevent the pool from opening the remainder of this year.

The pool has shifted causing the south/east corner to drop by 1/2". The deck in the area has done the same. Next, the spa has shifted 1/4" so the water is higher on the east side vs west side. None of these issues were present on Friday!

I have an appointment with the engineer, geo-engineer as well as the owner of geo-technical services which is the company that is filling the void under our pool equipment room and heater area this afternoon to develop a plan to resolve these issues.

Initial thoughts are that water had gotten under the pools and shifted as it began to dry or found another cavity. This will most likely result in our removing the remainder of the pool deck to perform tests.

In addition to the above, tests were performed today to determine how far down the concrete will need to be poured under the building from the wash out of the sub-dirt. The area under the heater deck will require filling down to 25 feet below the slab. As of this time, they have tested down to 32 feet in the pool equipment room and have not yet hit bottom.

Based on the depth of these caverns, we need to test and confirm that the caverns on the pool deck filled at 4' depth are the only ones at the pool deck. It is possible that a deeper cavern exists below the pipelines and we need to perform a series of tests and reports from our engineers and geo-engineers.

Bottom line, all of this creates a safety issue in the pool area that needs to be properly diagnosed and repaired prior to permitting anyone to use the pools. It would not be safe to permit residents to walk on a sinking pool deck and swim in a pool that has shifted. As you know, I was very hopeful last Friday that we will be open before the Fall Harvest event on October 17th. In fact, I came out to the community center to inspect the plastic sheeting over the trenches after the rain on Sunday to assure they were in place and that the trenches were dry. The plastic was filled with 8" of water over the trenches and I used a wet vac to remove the water in hopes of finishing filling the trenches today. No one is more disappointed than I that we could not deliver the pool back for use in two weeks, but your safety must remain our primary concern.

Good News Pipe Rupture Repair Update - Message from Board President

I am so pleased to report that all of the damaged infrastructure to our pool has now been repaired and 80% of the trenches have been back filled. To give you some idea of how much soil was washed away or eroded, we required 54 Tons of fine sand and base to fill in the voids.
 
Tomorrow morning the geologist and the inspector will hopefully sign off the the last part of the trenches and we will have the entire pool deck smoothed and start grading in preparation of re-installing the interlocking pavers. The paver contractor is on stand by and will hopefully have the deck restored by next weekend or soon after and then the pool re-opens!
 
There is still a huge amount of work to do in filling the voids under the foundation in the pool pump room and heater area. That will be done immediately after the pavers or in combination if they don't bump into each other.
 
There are two potential hiccups in this forecast. First, we may not get approval from the geologist and or sign off from the inspector. The second is that rain is being forecast for the upcoming weekend and a wet surface will delay installation of pavers. We have already planned for that and the entire exposed area will be covered in heavy plastic, but if water drains in, it could be a problem.
 
Let's all hope the weather forecasters are wrong again and we can get the pools open for everyone's enjoyment.
