Update Wolf Creek Community Center Repairs

Hi everyone. The city of Temecula has advised the HOA that due to the amount of damage that occurred, they are treating this as a new installation versus a repair. That requires additional paperwork and conditions attached to the permit.

The city is requiring a chain link construction fence with a gate be built at the area of the trench to prevent anyone from going in and getting hurt. That will be installed no later than Monday. They are also concerned with the instability of the dirt surrounding the trench and the large area underground that was undermined. As such, they want all of the surrounding concrete removed in the area of the trench to avoid the additional weight of the concrete from causing a cave in. As the entire area is unstable, it will require a special piece of equipment to demolish and grab the concrete for removal from a safe distance.

Another issue we have to be extremely cautious about is we cannot have any pieces of the concrete fall into the trench as this area is filled with all of the plumbing & electrical associated with pool. In order to protect the infrastructure should a piece fall in, the trench will need to have a protective layer of sand bags applied over the infrastructure to cushion the blow if a piece falls in.

The HOA has a professional excavator coming Monday to analyze the area. Once the trench is professionally shored up, the plumbing and electrical repairs will begin. In addition to the trench, the interlocking pavers that run from the showers to the wader pool will need to be removed to inspect internal connections and assure they were not damaged as well as test the drainage system as the drains in the pavers have either been pushed up above the pavers as well as some areas sunk down. Once those repairs are complete the  area will be re-sloped and compacted and the installation pavers re-installed.

As you can see, this is a very complex issue and we are using multiple specialty contractors for this project. The HOA continues our goal of making these repairs to the highest standards at the shortest amount of time. Everyone's understanding is greatly appreciated!

City of Temecula Announces Beta Test Program for Wolf Creek's Neighborhood Watch Program

Pool Repair Update: 8/24/15

Wolf Creek has applied for all of the required permits to repair the damage caused by the ruptured pipe. We have been advised by our contractor that since this permit requires approval and subsequent inspections from both the Building and Safety Department as well as the Fire Inspector, it is a two week process. Today we are entering the second week of that process. Once the permit is in hand, we estimate it will take 3 to 4 weeks to make the repairs and get them signed off by the inspectors. That timeline is based on known damage. If additional damage is found during the repair process it could extend the timeline. The Association has the majority of contractors already lined up in aware of the timelines. Every effort is being made to reopen the pool for the remaining swim season in late September through October when we usually have a heat wave.

Wolf Creek Pool Repair Update: 8/18/15

Hi everyone, today Avalon and I (Brad Sullivan, Board President) will meet with the soil engineer to begin initial evaluation on the steps needed to restore the base soil and stabilize the area. The area remains very moist at this time and may require add'l time to dry out for all tests to be completed. The electrician came out and assessed the electrical issues and will need to re-wire the spa pool electrical. With the ruptured pipe removed and inspected, the plumbers, Wild Blue Pool and board members were unable to determine causation.

The theory at the moment is that the electrolysis may have occurred between the electrical conduit and the pipe causing it to degenerate and rupture. It does not at this time indicate any involvement with the pool contractor.

The Board reviewed our cash flow and projected costs remaining in our budget and does not foresee a dues assessment or increase from this event. Other projects that were elective such as changing the lighting at the Community Center will be on hold until we know the final cost of this repair.

Wolf Creek reached out to our insurance broker to discuss filing a claim. While the rupture itself would not be covered, it is possible other damage caused by the rupture would be. With that said, the Broker also commented that it is standard practice after paying a claim to lower the underwriting guidelines which would cause an increase in premiums for several years. We have time to determine how much this repair will cost and then can weigh the cost factors to determine if we will file a claim. Right now our primary focus is making theses repairs as quickly as possible to the highest quality. The Board thanks everyone for your patience and understanding.

Wolf Creek Community Center Pipe Rupture Update:   8/17/15

Last Friday afternoon at approximately 4:20 pm a 6” high pressure fire sprinkler supply line ruptured at the Community Center sending thousands of gallons of mud and water into the pools and street.

The force of the rupture was strong enough as to cause a sink hole in our north/east parking lot at the ditch drain, a sink hole at the side gate as well as around two drains in the pool deck. Other areas of interlocking pavers were forced up above surface level as well.

To put this in perspective, the pipe is made up of a ¼” steel with a cement liner that is 1/8th thick. The usual lifespan of this type of pipe is 60 years while this pipe lasted 10.

Plumbing crews and Wild Blue Pools arrived on scene and began work to isolate the rupture area and repair. Plumbing repairs were completed 4pm on Sunday.

When the pipe ruptured, it blew out several electrical conduits as well as a 6” return line from the spa.  The electrician has been called and will begin repairs at his earliest availability.

Once electrical repairs are complete and the large pit that was dug out for the plumbing repairs is dry, we will need to have a soil engineer to advise us on the best procedure for back filling and compacting the area. The high pressure water coming out of the pipe washed away a significant amount of dirt under the equipment room and outdoor heater areas and we want to be sure that our repair will stabilize the building for the future.

The final part of the repair will then require removal of the interlocking pavers by the shower running to the wader pool, inspecting/repairing the drains, re-compacting and sloping of the deck and re-installation of the interlocking pavers.

It is anticipated that these repairs will take four weeks to complete. Barring any unknown damage that exists, the pool should re-open mid-September for the last 6-8 weeks of swim season.

At this time, we do not know the cause of this rupture.  The HOA is investigating if any part of this loss is covered by insurance. The financial details will become clear in the next week or so and we will report those details once known.

Pool Closed

Due to a major water leak, the Wolf Creek Pool will be closed until further notice.  We apologize for the inconvenience.  The Board and Management will continue to work diligently to get the pool area back up and running.

City of Temecula Announces Beta Neighborhood Watch Program For Wolf Creek

All Wolf Creek residents are invited to attend the City of Temecula Press Conference announcing the Beta test program for Wolf Creek's Neighborhood Watch Program. The press conference will be held on September 2, 2015 at 4pm to 5:30 PM.  It will be held at the Wolf Creek Community Center Meeting Room, 31813 Murdock Lane, Temecula CA 92592.
 
Mayor Pro Tem Mike Naggar and Council member Matt Rahn will be here as well as the City Manager, Chief of Police and other city officials.
 
A group photo opportunity for the press will occur as the first sign is placed at our community center as this program is a Beta test exclusive to Wolf Creek. This Beta program utilizes a custom designed large reflective signs that not only state Neighborhood Watch, but add the non-emergency Police number 696-HELP to aid anyone observing something suspicious to call immediately. The Temecula Police Department will be maintaining statistics on the number of call ins, crime stats and other needed information to determine if this new program will serve all of Temecula.

Pool Temporarily Closed - 8/12/15

The Wolf Creek pool will be closed down at approximately 3 pm today ( August 12, 2015) for approximately 15-20 minutes for an expert witness in pool construction to examine our pool. As you know the HOA is not happy with some of the work performed and this expert is considered one of the top in the country. We are fortunate that he is in So CA this date to view other pools as he is from out of state.
 
The pool water needs to be perfectly still so he can analyze the plaster and pool tiles as well as water chemicals. Once he is finished we will open the pool back up.
